- The Government of Balochistan currently finances provincial administration through a large non-development/current expenditure budget shared across its divisions.
- In addition to mandatory offices, the Government of Balochistan presently operates through numerous administrative departments and attached formations.
- Under the proposed restructuring plan for a Kalat Province, these functions are consolidated into multiple departments plus mandatory offices, based on similarity of mandate and service delivery requirements.
- The existing current budget of the Government of Balochistan would be reallocated across three medium provinces (Kalat, Nasirabad, Mekran), taking into account the area and population of each respective unit.
- In the proposed arrangement, DG offices will be abolished, and their functions will be shifted to Provincial Secretariats (Existing Commissioner Offices).
- District-level field staff will remain unchanged; only Provincial Secretariat staffing has been proposed in the cost working.
